What Enterprise Memory owns

Owns: lifecycle, provenance, relationships, decisions, proposals, the blueprint registry, the publication registry and governance state.

Does not own: operational domain truth. Products remain canonical for their own data. The Executive Office displays projections and actions; it never creates a competing source of truth.
